I did not know this. Even if one parent is travelling with a minor, you need a document notarized by both parents. Immigration may ask for such a letter on the way out or back as well. This behavior is not consistent. Its possible they may ask for this at the stopover country as well.
Fortunately I was not asked for this during the last travel alone with Tanvi.

They haven’t asked us either. If minor is traveling alone, then they are asking for it.
Looks like it hasnt been asked for trips to India.
So far I have read testimonials where a parent travelling to Canada. Mexico and Brazil were asked for the document.
