During my daily commute I surely come across couple of people who are driving slow in faster lane. Keeping distance of 4-5 to 10 cars infront of them. Any guesses what is thought process/idea behind this action

I try to keep myself cool with the guess that
– either they are on cell phone
– or in slower lane (1 and 2) there are people constantly entering & exiting hwy. And driving in faster lane gives them peacful slow & steady ride. (But make others impatience & angry 🙁 )
If it is peak traffic hour then they do it so that they dont have to brake every now and then.
If it is non-peak hours, then some people think of themselves as self-regulating police who would like to lessen the speed of those driving too fast on the freeway.
