Essentially a cellphone carrier is collecting twice for one call – from the caller and from the person receiving the call. Shouldnt only outgoing call cost money ?

That’s coz if only outgoing calls would cost money, then the average per minute cost will get doubled.
According to WSJ, carriers arent collecting double the revenue on each call. They are collecting half the cost from each party. So if only outgoing calls are charged, that would bring the average rate per minute in the US to 13 cents rather than 6 1/2 cents that customers have today.
I knew there was a conspiracy going on by the cell phone companies against me !!!
